Building on the Migration Governance Indicators (MGI) and Global Compact for Safe, Orderly and Regular Migration baseline report released for the International Migration Review Forum in 2022, this new benchmark provides a comprehensive analysis of global, regional and thematic trends drawn from MGI data across the 23 objectives of the Global Compact for Migration and their associated core indicators.

Grounded in a systematic mapping of MGIs against the Global Compact for Migration objectives, the analysis is based on aggregated MGI data collected between 2016 and 2026 from 110 countries that have voluntarily completed an MGI review at local and national levels.

This primer also features examples of specific policies and concrete actions undertaken by national and local governments, drawing on local-level MGI reviews since 2018. In addition, it highlights trends and levels of progress observed in countries that have completed subsequent follow-up reviews, offering a longitudinal perspective on migration governance.
