The Ukraine Education Cluster Transition Plan (2025–2026) outlines a structured shift of education coordination responsibilities from the humanitarian Education Cluster to nationally led mechanisms under the Ministry of Education and Science (MoES), in line with global IASC guidance and the Humanitarian Reset agenda. While humanitarian education needs have declined since the peak of the war, from 5 million in 2022 to 1.6 million in 2025 children and teachers remain affected, particularly in frontline and border areas, with ongoing gaps in safe learning access, mental health and psychosocial support (MHPSS), and catch‑up learning. The plan recognizes Ukraine’s strengthened education governance capacity and aims to balance continued life‑saving Education in Emergencies (EiE) services with increasing national ownership and system recovery.
Central to the transition is the establishment of an EiE Thematic Sub‑Group under the Education Sector Working Group (ESWG), co‑led by MoES and partners, which will assume coordination leadership and coordination accountability. The plan details phased benchmarks, capacity-building actions, risk mitigation measures, and a transition workplan extending to December 2026. It emphasizes safeguarding humanitarian principles, ensuring continued funding and attention to critical EiE services, strengthening sub‑national coordination capacities, and maintaining accountability to affected children and teachers. Successful transition is defined by MoES assuming at least 75% of core coordination functions while partners continue to support residual humanitarian needs within a nationally led, integrated framework bridging emergency response and long‑term recovery.
