مجلس القضاء الأعلى يطلق “ميزان ٣” لتعزيز التحول الرقمي للعدالة في فلسطين
البيرة-رام الله، ٩ أيلول/سبتمبر ٢٠٢٦ – أطلق مجلس القضاء الأعلى، اليوم، منظومة “ميزان ٣”، الجيل الجديد من منظومة إدارة العمل القضائي وخدمات العدالة الإلكترونية، في محطة جديدة ضمن مسيرة التحول الرقمي التي يقودها القضاء الفلسطيني منذ نحو ٢٥ عاماً، بالشراكة مع برنامج سواسية المشترك للأمم المتحدة.
وجرى الإطلاق بحضور دولة رئيس الوزراء الدكتور محمد مصطفى، إلى جانب عدد من كبار المسؤولين وممثلي مؤسسات العدالة، وسفراء وممثلي الدول الشريكة والمانحة، وكبار ممثلي الأمم المتحدة، والشركاء الدوليين، وممثلي المؤسسات الوطنية والمجتمع المدني والقطاع الأكاديمي.
ويأتي إطلاق “ميزان ٣” امتداداً لجهود مجلس القضاء الأعلى في تطوير منظومة العمل القضائي والارتقاء بكفاءة الأداء القضائي، بما يسهم في تسريع الإجراءات، وتحسين إدارة القضايا والمعلومات، وتعزيز الترابط بين مؤسسات العدالة، وتوسيع نطاق الخدمات الإلكترونية المقدمة للمواطنين والمحامين، وتسهيل وصول المواطنين إلى العدالة.
ومنذ إطلاقه كنظام إلكتروني لإدارة القضايا، شهدت منظومة “ميزان” مساراً متواصلاً من التطوير والتوسع، لتصبح اليوم إحدى الركائز الأساسية للبنية التحتية الرقمية لمنظومة العدالة في فلسطين. ويجسّد “ميزان ٣” ثمرة تراكم الخبرة المؤسسية والقيادة الوطنية في تطوير العمل القضائي، وما أثمرته الشراكة طويلة الأمد بين مجلس القضاء الأعلى وبرنامج سواسية وشركائه الدوليين من دعم للابتكار والتحول الرقمي في قطاع العدالة.
وفي كلمته أكد معالي المستشار محمد عبد الغني العويوي رئيس مجلس القضاء الأعلى إن مناسبة اليوم تتجاوز في دلالتها إطلاق نظام جديد لإدارة سير الدعوى فـ”ميزان ٣” هو ثمرة مسار طويل من العمل والتطوير، وهو في الوقت ذاته نموذج لما تستطيع المؤسسات الوطنية الفلسطينية إنجازه حين تجتمع الإرادة المؤسسية، والخبرة الوطنية، والإصرار على التطوير.
ومن هذا المنطلق، فإننا نعتز بأن “ميزان ٣” جاء ثمرة جهد فلسطيني وخبرة فلسطينية، شارك فيه قضاة وموظفون وكوادر فنية عملوا على تطوير المنظومة، والبناء على ما راكمه القضاء الفلسطيني خلال السنوات الماضية من معرفة وتجربة واحتياجات عملية.وإننا إذ نقدر ما قدمه شركاؤنا من دعم وخبرة، فإننا نؤمن أن القيمة الحقيقية للشراكة تكمن في تمكين المؤسسات الوطنية من امتلاك المعرفة والأدوات، وتطويرها بما يتلاءم مع احتياجاتها وخصوصية واقعها”.
خلال الحفل وفي كلمته علق رئيس الوزاء د.محمد مصطفى “إن هذا التطور في قطاع العدالة يأتي في سياق تحول رقمي أوسع، يشمل كل مرافق الدولة، نتبناه وندعمه، فقد وضعنا التحول الرقمي ضمن الأولويات الحكومية.” وأضاف “يجب أن لا يتوقف حق المواطن في الوصول إلى العدالة، ولهذا وجّهنا بتوفير الخدمات العدلية إلكترونيًا لأهلنا في غزة”.
وفي كلمته، أكد عطوفة النائب العام المستشار أكرم الخطيب أن “ميزان ٣” يمثل خطوة نوعية نحو تعزيز التكامل الإلكتروني بين النيابة العامة والمحاكم، بما يسهم في انسياب الإجراءات ضمن سلسلة قانونية أكثر ترابطاً، مع الحفاظ على الاختصاصات والضمانات التي يكفلها القانون.وأضاف: نؤكد مبدأً أساسياً: أن اختصار الإجراءات وسرعة الفصل لا ينبغي أن يكونا أبداً على حساب عدالتها”
وبالنيابة عن المنسق المقيم للأمم المتحدة د. راميز الأكبروف أكد مدير سواسية المشترك السيد سايمون ريدلي فقال: ينبغي أن يكون “ميزان ٣” أكثر من مجرد إصدار جديد لنظام رقمي؛ وأن يسهم في بناء مؤسسات عدالة أقوى وأكثر قدرة على الصمود. والأهم أن يظل هذا التحول راسخاً في الملكية والأولويات الفلسطينية. فالاستثمار في العدالة هو استثمار في الإنسان، والاستثمار في مؤسسات فلسطينية قوية وقادرة على الصمود هو استثمار في مستقبل فلسطين.”
بدورها علقت السيدة إينا لوكاك- أورنج ممثلة عن ممثلية كندا في فلسطين “نحن اليوم لا نحتفي بمنصة جديدة فحسب، بل نحتفي بما يمكن تحقيقه عندما تجتمع القيادة الفلسطينية، والتخطيط المستقبلي، والخبرة الفنية، والشراكة الدولية حول رؤية مشتركة.وفي الأوقات الصعبة، من السهل أن ينصبّ التركيز فقط على ما فُقد. أما اليوم، فيمنحنا فرصة للتركيز على ما تم بناؤه.إن “ميزان ٣” يذكّرنا بأن التقدم يظل ممكناً.”
وتخللت فعالية الإطلاق مجموعة من الفقرات التي عكست مسيرة “ميزان” وتطوره، بدءاً من مراحله الأولى وصولاً إلى الجيل الجديد، من بينها فقرة “أصوات من تجربة ميزان”، التي شارك خلالها عدد من مستخدمي المنظومة تجاربهم وانعكاساتها على العمل القضائي .
كما تضمن البرنامج عرضاً حول المزاد الإلكتروني، إلى جانب جلسات حوارية ناقشت الاستخدام المسؤول للتكنولوجيا والذكاء الاصطناعي في قطاع العدالة، و آفاق العدالة الرقمية في فلسطين.
وفي إطار التطلع إلى المرحلة المقبلة، أُطلقت مبادرة “ابتكر مع ميزان” لفتح المجال أمام تطوير أفكار وحلول مبتكرة تسهم في الارتقاء بالخدمات والتطبيقات الرقمية في قطاع العدالة.
واختُتمت الفعالية بتكريم عدد من الكوادر والجهات التي كان لها دور في مسيرة تطوير “ميزان” على مدى السنوات الماضية، تقديراً لإسهاماتها في بناء هذه التجربة وتعزيز استدامتها، ولما تمثله من أساس للانتقال إلى مرحلة جديدة من التحول الرقمي في قطاع العدالة.

High Judicial Council Launches Mizan 3 to Advance the Digital Transformation of Justice in Palestine
Al-Bireh/Ramallah, 9 September 2026 – The High Judicial Council today launched Mizan 3, the new generation of its judicial administration and electronic justice services system, marking a new milestone in a digital transformation journey led by the Palestinian judiciary for nearly 25 years, in partnership with the United Nations Sawasya Joint Programme.
The launch was held in the presence of H.E. Prime Minister Dr. Mohammad Mustafa, alongside senior government officials, representatives of justice institutions, ambassadors and representatives of partner and donor countries, senior United Nations officials, international partners, and representatives of national institutions, civil society and academia.
The launch of Mizan 3 builds on the High Judicial Council’s continued efforts to modernize judicial administration and enhance the efficiency of judicial performance. The system is designed to contribute to faster procedures, improved management of cases and information, stronger connectivity across justice institutions, expanded electronic services for citizens and lawyers, and easier access to justice.
Since its introduction as an electronic case management system, Mizan has undergone continuous development and expansion, becoming one of the core pillars of the digital infrastructure of Palestine’s justice system. Mizan 3 reflects the accumulation of institutional experience and national leadership in judicial modernization, as well as the results of the High Judicial Council’s long-standing partnership with the Sawasya Joint Programme and its international partners in supporting innovation and digital transformation across the justice sector.
In his remarks, H.E. Counsellor Mohammad Abdul Ghani Al-Oweiwi, President of the High Judicial Council, emphasized that the significance of the occasion went beyond the launch of a new system for managing judicial proceedings: “Mizan 3 is the result of a long journey of work and development, and at the same time a model of what Palestinian national institutions can achieve when institutional commitment, national expertise and determination to advance come together. We are proud that Mizan 3 is the product of Palestinian effort and Palestinian expertise. Judges, staff and technical teams all contributed to developing the system and building on the knowledge, experience and practical needs accumulated by the Palestinian judiciary over the years. While we greatly value the support and expertise provided by our partners, we believe that the true value of partnership lies in enabling national institutions to own the knowledge and tools they need, and to further develop them in ways that respond to their own needs and the specific realities in which they operate.”
During the event, H.E. Prime Minister Dr. Mohammad Mustafa said “This progress in the justice sector comes within the context of a broader digital transformation encompassing all State institutions, which we embrace and support. We have placed digital transformation among the Government’s priorities.”
He added: “People’s right to access justice must not be interrupted. For this reason, we have directed that justice services be made available electronically to our people in Gaza.”
In his remarks, Attorney General Counsellor Akram Al-Khatib underscored that Mizan 3 represents an important step towards stronger electronic integration between the Public Prosecution and the courts, helping procedures move more seamlessly across the justice process while preserving the respective mandates and legal safeguards established by law. He added: “We reaffirm a fundamental principle: streamlining procedures and accelerating case resolution must never come at the expense of justice and fairness.”
On behalf of the United Nations Resident Coordinator Dr. Ramiz Alakbarov, the Sawasya Joint Programme Manager, Mr. Simon Ridley also emphasized “Mizan 3 should be more than the next version of a digital system. It should help build stronger and more resilient justice institutions. Above all, this transformation must remain anchored in Palestinian ownership and priorities. Investing in justice is investing in people. And investing in strong and resilient Palestinian institutions is investing in the future of Palestine.”
For her part, Head of Cooperation for the Representative office of Canada in Palestine, Ms. Ina Lukac-Orange said: “Today, we are not only celebrating a new platform. We are celebrating what can be achieved when Palestinian leadership, forward planning, technical expertise and international partnership come together around a shared vision.In difficult times, it is easy to focus only on what has been lost. Today gives us an opportunity to focus on what has been built. Mizan 3 is a reminder that progress remains possible.”
The launch featured a series of segments reflecting the evolution of Mizan, from its earliest stages to the new generation of the system. These included “Voices from Mizan,” during which users of the system shared their experiences and reflected on how Mizan has changed judicial work in practice.
The programme also featured a presentation on the electronic auction system, as well as panel discussions on the responsible use of technology and artificial intelligence in the justice sector and the future of digital justice in Palestine.
Looking ahead, the “Innovate with Mizan” initiative was launched to encourage the development of innovative ideas and solutions that can further enhance digital services and applications across the justice sector.
The event concluded with the recognition of staff members and institutions that have contributed to the development of Mizan over the years, in acknowledgement of their role in building and sustaining the system and laying the foundations for a new phase of digital transformation in the justice sector.
