FAITS SAILLANTS Les acteurs humanitaires évaluent la situation humanitaire dans la Lim-Péndé et l’Ouham-Péndé 200 ménages reçoivent des abris d’urgence et biens non alimentaires après une tempête à Bouca et Ourongou Un nouveau projet de réponse d’urgence intégrée en faveur de plus de 52 280 personnes à Birao CONTEXTE GENERAL Préfecture de l’Ouham – Nord-Ouest Le 21 avril, des familles ayant commencé à regagner progressivement le village de Bowaye suite à l’insécurité ont été à nouveau contraintes de se déplacer vers la brousse et des localités environnantes, par crainte pour leur sécurité, suite à une incursion d’éléments armés dans une zone située à la périphérie de Bowaye. En mars, plus de 6 000 personnes s’étaient réfugiées dans la brousse en raison de la présence persistante d’hommes armés dans la zone. Depuis lors, certains ménages effectuent des mouvements pendulaires quotidiens afin d’accéder à leurs moyens de subsistance, tout en passant la nuit dans la brousse. Par ailleurs, plus de 1 200 ménages ont fui Bowaye vers des localités voisines, notamment Kaboro, Kariwiri et Hussem. BESOINS ET REPONSE HUMANITAIRE Multisectoriel Préfecture de la Lim-Péndé et l’Ouham-Péndé – Ouest Une mission conjointe d’évaluation des besoins humanitaires et de l’accès s’est rendue du 15 au 19 avril sur les axes Bocaranga–Mann–Ngaoundaye–Ndim, couvrant 13 localités des préfectures de la Lim-Pendé et de l’Ouham-Pendé. La mission a réuni 19 participants issus de 14 organisations humanitaires, à savoir DCA, FVJD, CRHAM, AHP, GADY, OFAHRD, AVN, ACF, AFPE, RIHBES, ARND, IEDA – RELIEF, CUAMM et OCHA. Les communautés rencontrées font face à un risque élevé d’insécurité alimentaire, principalement lié à la destruction des cultures par le bétail, aux retards du calendrier agricole en raison de la transhumance prévue en juin, ainsi qu’aux difficultés d’accès aux marchés dues à la dégradation des infrastructures routières. Les risques de protection demeurent préoccupants, les femmes étant particulièrement exposées aux violences basées sur le genre, notamment les mariages précoces et forcés, limitant leur accès aux zones de culture. Toutefois, les conflits liés à la transhumance constituent le principal risque de protection ayant causé notamment une dizaine de morts en novembre 2025 et avril 2026. L’accès à l’eau potable demeure très limité, avec environ 80% de forages hors service et une couverture insuffisante en latrines, exposant les populations à des risques sanitaires élevés. Enfin, l’accès aux soins de santé est fortement restreint, en particulier à Bezéré, Ndim et Ngaoundaye, entraînant des cas de mortalité maternelle et un risque accru de flambées épidémiques, notamment de méningite et de rougeole. Préfecture de la Basse-Kotto – Sud-Est L’ONG Programme national de relèvement des moyens de subsistance (PNRM), avec le soutien du Fonds humanitaire, met en œuvre du 1er au 27 avril des activités de travail contre rémunération au profit de 150 jeunes, dont 75 femmes et filles, à Zangba. Les participants sont engagés dans la réhabilitation des pistes rurales ainsi que dans la construction de deux hangars scolaires en matériaux locaux, afin de favoriser la réintégration socioéconomique et l’autonomisation des jeunes retournés. Ces derniers font partie des populations les plus vulnérables et sont des retournés des villes environnantes où ils s’étaient réfugiés en 2024 suite aux conflits armés et reviennent dans leurs lieux d’origine suite à l’accalmie. Les transferts monétaires permettent aux ménages bénéficiaires de couvrir leurs besoins essentiels immédiats, tandis qu’une partie des revenus est épargnée en vue du démarrage d’activités génératrices de revenus.

AFGHANISTAN Ongoing cross-border hostilities between Afghanistan and Pakistan have continued, with casualties and damage to civilian infrastructure being reported, and access constrained by insecurity and explosive hazards. Shelling, armed clashes, anti-aircraft gunfire and drone activity have been reported during April. Civilian casualties that have been reported since the start of the conflict include women and children, as well as an aid worker. On 16 April, a woman was killed in Dangam district, Kunar Province, due to shelling, and on the previous day, three people were reportedly killed in Pakistan’s Khyber Pakhtunkhwa Province as a result of shelling from Afghanistan. A school in Kunar was also struck on 15 April, causing severe damage but no reported casualties. Despite last week’s reopening of the Nari–Kamdesh road after a two-month closure, UN road missions remain suspended and most border crossings remain closed. More than 94,000 people have been displaced across Khost, Kunar, Nangarhar, Paktia, Paktika and Nuristan, with needs assessments ongoing in hard-to-reach areas. Humanitarian partners are providing response in line with ongoing assessments. MYANMAR Armed hostilities continued through the Myanmar New Year period, with airstrikes, drone attacks and ground operations driving civilian casualties, displacement and the destruction of homes and infrastructure. Between 1 and 19 April 2026, at least 30 civilians were reportedly killed and dozens injured across Magway, Mandalay and Sagaing regions in northwestern Myanmar, as well as in Rakhine State. In northwestern Myanmar, violence affected both villages and displacement sites, including the destruction of more than 400 houses in Pakokku Township and temporary shelters in Pauk Township in Magway Region. On 19 April, military operations in Pauk Township displaced nearly 5,000 people, while an airstrike in Sagaing Township, Sagaing Region, displaced around 1,000 people. On 2 April, airstrikes hit a temporary hospital in Monywa Township, Sagaing Region, damaging buildings and medical supplies. In Rakhine State, airstrikes in Minbya and other townships displaced more than 200 people in the first week of April, many sheltering along riverbanks amid fears of renewed hostilities. PAPUA NEW GUINEA Tropical Cyclone Maila developed in the Solomon Sea and intensified into a Category 3 severe tropical cyclone on 6 April 2026. The system moved slowly between 6 and 7 April, significantly increasing the prolonged rainfall, coastal inundation, and strong winds across affected areas. It further intensified into a Category 5 cyclone on 8 April, causing widespread impacts in provinces along its path. Due to its slow movement, TC Maila generated severe impacts, including catastrophic wind gusts, intense and sustained rainfall, and structural damage. The most affected locations include the Autonomous Region of Bougainville and Milne Bay. The National Disaster Centre’s National Emergency Operations Centre (NDC-NEOC), continues to coordinate the government-led response operations in close collaboration with provincial authorities, security forces, and the Disaster Management Team (DMT). To date, assessments have identified that 13,500 people have been affected, of whom more than 12,000 are in need of humanitarian assistance. Bougainville has transitioned into stabilisation phase, with a focus on restoring access, resettling affected populations, and conducting detailed damage and needs assessments. Response activities remain ongoing across East New Britain, Milne Bay, Manus, and New Ireland provinces, with varying levels of access and assessment progress. Humanitarian partners continue to support the response through assessments, relief distributions, and cash‑based assistance. JAPAN A strong and shallow 7.4-magnitude earthquake struck northern Japan on 20 April, with Japan’s Meteorological Agency (JMA) issuing a tsunami warning for waves up to 3m in Iwate prefecture and parts of Hokkaido. The tremor was strong enough to shake large buildings as far as Tokyo, hundreds of kilometres away. All tsunami advisories were lifted by midnight of the same day, with the highest recorded tsunami wave measuring 80 cm observed in Iwate Prefecture. The Fire and Disaster Management Agency reported three injuries in Iwate and Aomori prefectures. Meanwhile, the Cabinet Office issued an advisory for an increased risk of earthquakes of magnitude 8 or higher occurring in the Pacific coastal areas of Hokkaido and northern Honshu until 27 April. Residents of 182 cities and towns across seven prefectures were advised to take additional precautionary measures.

UN Human Rights in the Occupied Palestinian Territory (OHCHR OPT) condemns the killing of 14-year-old Aws Hamdi Naasan and 35-year-old Jihad Abu Naiem by Israeli settlers on 21 April in Al Mughayyir village in the occupied West Bank. It also condemns the killing of 25-year-old Odeh Awawdeh in a separate settler attack in Deir Dibwan, east of Ramallah. The killings continue a growing pattern of unchecked violence by a settler movement that is militarised and shielded by the state. In Deir Dibwan, settlers entered the village and clashed with residents with an armed settler shooting and killing 25-year-old Odeh Awawdeh. Israeli security forces raided the town and closed its entrances during the incident, detaining 30 Palestinian men who were later released. According to Israeli media reports, Israeli security forces also held several settlers for questioning following the incident. Settlers also attacked Al Mughayyir around noon on Tuesday and opened fire towards the boys’ school west of the village. Residents of Al Mughayyir circulated a video showing the shooting of the child while sheltering with others just outside his school as gunshots are heard from a distance. Eyewitnesses told OHCHR OPT that one of two armed settlers in partial uniform was shooting at the school, with four masked members of Israeli security forces in full uniform present at the scene. The Israeli military issued a statement claiming that the incident occurred when a car carrying “civilians including a reservist soldier” stopped when stones were allegedly hurled. The statement said the reservist exited the vehicle and shot at suspects. According to Israeli media, the reservist was later suspended and an investigation was initiated. At least nine Palestinians have been killed since the beginning of 2026 by settlers later identified by the Israeli military as reservist soldiers. This convergence of settler and soldier is the result of measures taken by the Israeli authorities to intensify the militarisation of the settler movement since 7 October 2023, including the enlistment and arming of thousands of settlers as reservists in regional battalions known as Hagmar. These measures also include arming and empowering settlements’ emergency response squads known as Kitat Konenut, and the relaxation of gun licensing requirements for Israelis, including settlers. Across the West Bank, Palestinians are reporting attacks by men who are clearly known to them as settlers, but who are dressed in full or partial military uniform and are often carrying state-issued assault rifles and military gear. Palestinian survivors of such attacks describe their attackers as “settlers in uniform.” Settler attacks on Palestinian communities are often carried out with the active support and participation of uniformed Israeli security forces, even when there is no ambiguity that the perpetrators are settlers. Since 7 October 2023, 1,088 Palestinians have been killed by Israeli security forces and settlers in the occupied West Bank, including 238 children. This includes 34 by settlers, 1,040 by Israeli security forces, and 14 Palestinians whose killings cannot be definitively attributed because Israeli security forces and settlers were attacking and shooting together. No Israeli soldier has served a single day in prison for killing a Palestinian in the occupied West Bank since at least 2017. The only recorded conviction was in 2020 for which the sentence was three months of military service and three months of suspended jail time. Settlers’ impunity is equally systematic. According to the Israeli human rights organisation Yesh Din, 93.6% of all investigations of settler violence in the occupied West Bank between 2005 and 2025 were closed without indictments, and only 3% led to partial or full convictions with lenient sentences. “Israeli policies have erased whatever line that ever existed between settler and state violence. Country: Iran (Islamic Republic of) Source: World Health Organization Please refer to the attached file. This is the fifth global public WHO situation report on the conflict in the Middle East. It covers the health situation and WHO operational updates from affected countries in the WHO Eastern Mediterranean and European regions, as well as WHO’s global response activities and priorities. A fragile extension of the ceasefire offers a limited and uncertain pause in hostilities across parts of the region, with the situation remaining highly volatile. Acute and sustained health threats persist across affected countries, driven by large-scale displacement, overcrowding in collective shelters, and widespread disruption of essential services. Trauma-related injuries, interruptions to life-sustaining care for noncommunicable diseases (NCDs), and constrained access to essential medicines continue to represent the most immediate and consequential health risks. In Lebanon, although some have returned home, over one million people remain displaced, with heightened risk of communicable disease outbreaks, including acute watery diarrhoeal disease and cholera, as water, sanitation, and hygiene systems are compromised. WHO continues to work with national authorities, its country offices, and partners to monitor developments closely, support continuity of life-saving services, and strengthen preparedness and response planning in a context where humanitarian and health needs are expected to remain severe even under the current ceasefire extension.

Country: South Sudan Source: International Organization for Migration Please refer to the attached file. South Sudan is currently facing a severe humanitarian crisis characterised by extensive internal displacement. The underlying causes of these displacement dynamics are varied and include communal clashes, land disputes, insecurity, violence, disasters, and cross-border movements. The situation is further complicated by the ongoing conflict in neighbouring Sudan, which has led to an influx of refugees and returnees, straining already limited resources. Since early January 2026, fighting in Jonglei State has escalated, driving large-scale displacement within the state.
