SITUATION OVERVIEW • Zimbabwe is closely monitoring forecasts from the World Meteorological Organization (WMO) and the National Oceanic and Atmospheric Administration (NOAA), which indicate the potential for El Niño conditions during the 2026/2027 agricultural season. While more localised and detailed forecasts from the National Climate Outlook Forum are expected in August, the Government of Zimbabwe, supported by WFP and partners, is enhancing preparedness through anticipatory action, climate risk monitoring, early warning systems and contingency planning to safeguard food security, protect livelihoods and reduce the impact of potential climate-related shocks on vulnerable communities. • Zimbabwe continues to face intersecting climatic and structural pressures that are driving food insecurity and livelihood stress. Recurrent climate shocks have disrupted agricultural production, increasing vulnerability in both rural and urban areas. • Through its 2022–2026 Country Strategic Plan, WFP Zimbabwe is delivering life‑saving food and nutrition assistance while scaling up resilience‑building efforts and strengthening early warning and social protection systems. At the same time, WFP is investing in government capacity to lead and ultimately assume full ownership of programme delivery, while partnering with the private sector to accelerate progress towards Zero Hunger.

HIGHLIGHTS Violence continues to escalate in North Kordofan, taking a heavy toll on civilians and causing extensive damage to critical civilian infrastructure. Explosive ordnance, including unexploded bombs, artillery shells, rockets, and landmines continues to pose a serious threat to families who returned to their homes. The situation for children in Sudan remains among the most severe globally, with millions affected by ongoing violence, disrupted essential services and escalating humanitarian needs.

IN NUMBERS 83,000 people assisted in June 2026 (50% female) – estimate USD 1.8M cash transferred in June 2026 USD 24M required in the next six months (July – December 2026) 202,743 Syrian refugees returned to Syria (December 2024 – July 2026) KEY HIGHLIGHTS WFP provided food assistance to 83,000 refugees in camps only, at reduced transfer value. WFP continued the second training cohort in Zaatari and Azraq camps, engaging 232 participants across Information and Communication Techno logy and Technical and Vocational Education and Training tracks, building skills for their futures. Under the WFP Agricultural Credit Corporation (ACC) Loans Initiative, 35 Jordanian families launched sustainable agri-food and home-based businesses to mitigate local climate vulnerabilities.

HIGHLIGHTS Authorities are appealing for urgent assistance for hundreds of thousands of people, especially in northern regions, who are facing increasing hardship due to ongoing severe drought conditions. Humanitarian partners and the authorities are preparing to respond to the imminent risk of floods and storms associated with the projected El Niño phenomenon during October to December. Successive shocks—severe drought, flooding, diminishing humanitarian funding, and sustained conflict—have eroded household coping capacities for millions of Somalis. The overall humanitarian response remains extremely limited. From January to May, 507,000 people were reached with multi-cluster assistance in 64 districts. In the 21 priority districts, coverage remains below 25 per cent. The Somalia Humanitarian Fund has stepped up support to Buurhakaba district, Bay region, which is at risk of famine, providing US$4.7 million, including a recent US$2 million Reserve Allocation to scale up assistance.

Introduction to the 2026 HNRP Activity Guide The 2026 Humanitarian Needs and Response Plan (HNRP) Activity Guide serves as a comprehensive reference for the consolidated Protection Cluster, outlining key activities, costing, objectives, and their alignment with the strategic priorities of the HNRP 2026. This guide provides a structured framework for delivering principled, gender-responsive, and need-based protection assistance to vulnerable internally displaced persons (IDPs), host communities, and returnees. Each activity description in this guide is designed to help partners understand what the activity covers, who it targets, and how the associated unit cost should be applied in project design and reporting. Partners are expected to use this guide when planning, budgeting, and reporting on activities under the cluster and its Working Groups.

Situation Report No. 18Earthquakes in Venezuela11 July 2026Time: 9:00 pm Highlights Following the 24 June earthquakes of magnitude 7.2 and 7.5 (18:00 local time), authorities report more than 1,170 aftershocks. Official toll: 4,333 people dead and 16,740 injured. A total of 6,462 people have been rescued. Tom Fletcher, the United Nations humanitarian chief, concluded his four-day visit to the country and called for sustained international support for the Humanitarian Response Plan (HRP). An additional appeal for US$298 million was launched to scale up the earthquake response and address the multisectoral needs of 1.3 million people over the next six months. The United Nations system and its partner organizations, in coordination with the Government, are responding with multisectoral actions and will continue to scale up assistance to affected people. Situation overview Venezuela is facing a national emergency following two consecutive high-magnitude earthquakes (7.2 and 7.5) that struck on 24 June (18:00 local time) in the north-central region, with the epicentre located along the San Felipe–Yumare–Montalbán axis (Yaracuy/Carabobo). Authorities report 1,171 aftershocks. Seventeen days after the earthquakes, authorities report a toll of 4,333 people dead, 16,740 injured and 6,462 rescued since the onset of the emergency. Authorities also indicated that 17,907 people remain without housing. According to official reports, 315 of those who died have yet to be identified, while search operations for possible survivors remain active at priority sites. The Government response remains focused on search operations, the management of transitional camps and assistance to affected populations. The United Nations and its partner organizations, in coordination with the authorities, continue implementing multisectoral response activities and scaling up assistance. United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Tom Fletcher concluded his visit to Venezuela this week and called on the international community to sustain support for the humanitarian response. In this context, he announced a US$298 million addendum to the Humanitarian Response Plan, aimed at addressing the multisectoral needs of 1.3 million people over the next six months.

The situation continues to evolve, with forecasts indicating an additional 100–300 mm of rainfall through 12 July, while river levels remain elevated and flooding persists in several areas. The latest information compiled from government authorities, humanitarian partners, and field reports indicates that 10 districts have been affected, more than 1.07 million people have been impacted, over 36,000 people remain temporarily displaced, and 26 casualties have been reported. Infrastructure damage, access constraints, and disruption to basic services continue to affect affected communities. HIGHLIGHTS At least 4,321 deaths and 12,204 injuries due to hostilities recorded by the Ministry of Public Health since 2 March. 732,594 people having returned to their areas of origin, while 430,000 people remain displaced, including 33,343 Internally Displaced Persons (over 53 per cent women and girls) in 325 collective shelters as of 9 July. Humanitarian needs remain acute in both displacement and return areas. Damage to homes, health facilities, water systems, electricity networks, and other critical infrastructure continues to affect access to essential services, while funding gaps and operational constraints are limiting the scale of the response. As of 9 July, the 2026 Lebanon Flash Appeal was only 42 per cent funded.
